SYDNEY, Dec 1 AAP - Nearly 120 types of faulty and life-threatening toys have been
detected in the run-up to Christmas, the NSW government says.
The NSW Fair Trading pre-Christmas checks found 117 types of toys that did not comply
with Australian standards, Fair Trading Minister Anthony Roberts said on Thursday.
Compliance officers found 100 varieties of toys for children aged three years and under
with small parts that could be fatal if inhaled or ingested.
Thirteen projectile toys had the potential to cause a significant eye injury, while
three yo-yo balls with cords could cause strangulation, Mr Roberts said.
One aquatic toy did not carry the required risk warnings.
The checks also uncovered six types of non-compliant electrical products, and seven
potentially dangerous Christmas-related products, including five flammable candle wreaths
and two Santa lighters.
The unapproved electrical items included potentially dangerous power plugs, energy-saving
lamps, travel adaptors and Christmas lights.
This year, NSW Fair Trading inspected 28,511 electrical items in 753 shops and markets
across the state.
Of these, just 2.7 per cent were found to be non-compliant.
All dangerous toys and products had been removed from sale and all suppliers were being
investigated, Mr Roberts said.
"Shoppers should always look for the approval marks on electrical items and can check
them at the Fair Trading website," he said.
Overseas approval marks were not acceptable in Australia and consumers should check
lights and electronic decorations for faults, worn plugs and frayed cords, Mr Roberts
added.

NSW:Australia reaches 2 millionth domain name
SYDNEY, March 7 AAP - The internet community has celebrated a significant milestone
with the registration of the two millionth Australian domain name.
The milestone follows strong growth in registrations over the past 10 years and places
Australia's domain name, au, in the top 10 largest country codes in the world.
The Minister for Broadband, Communications and the Digital Economy, Stephen Conroy,
said the achievement was evidence of Australia's growing digital economy.
"The digital economy is the future and I'm pleased to see more Australians getting
an online presence," he said in a release on Monday.
"The internet offers incredible opportunities to businesses, organisations and individuals
and the continued growth of the au domain shows how much Australians are embracing the
online world in almost all aspects of their lives."
There were 275,000 Australians domains registered in 2002, the chief executive of the
Australian Domain Name Administrator auDA, Chris Disspain, said.
That there are now two million is something to celebrate and all Australians should
be proud of the strong online community that has been created, he said.

The West Australian government says it'll take another year before a national curriculum
can be implemented .. as it needs to be satisfied about its assessment and standards.
Federal and state education ministers are meeting in Canberra today .. to discuss the
national curriculum.
But WA Education Minister LIZ CONSTABLE has declared the state won't implement it until
the government's happy with the content.
Ms CONSTABLE says she understands it'll take most of next year to validate the curriculum's
assessment and set standards.
She expects it'll continue to be trialled in WA throughout next year .. delaying its
implementation until 2012.

Qld: NAPLAN tests to go ahead
BRISBANE, April 29 AAP - Acting Queensland premier Paul Lucas says next month's national
and literacy tests will go ahead in the state, despite a public school teachers' planned
boycott.
The government sought orders on Thursday from the Queensland Industrial Relations Commission
(QIRC) to make it illegal for teachers to boycott the mid-May National Assessment Program
Literacy and Numeracy (NAPLAN) tests of grade's three, five, seven and nine.
The Queensland Teachers' Union (QTU) said the majority of its 40,000 members voted
not to supervise the tests, over concerns results will be used to create unfair league
tables on the federal government's new My School website.
Mr Lucas said he's sympathetic to teacher concerns, but they shouldn't be using kids
as pawns in their fight.
"Now sure, the system may not be perfect and I am sympathetic with some of the things
that the teachers' union have said in terms of measuring progress at a school as distinct
from point in time," Mr Lucas told reporters in Brisbane.
"I can understand that they have an issue with how these things are depicted.
"Can I just say to the teachers, don't let a dispute between you and the federal government
degenerate into a penalty for school kids and their parents."
Mr Lucas said because teachers ignored last week's directive from the QIRC to lift
the ban, the government has now sought on Thursday a tougher, second order to make the
boycott illegal.
"Yes, we will take action in relation to the Industrial Relations Commission and we
will make sure that these tests are administered because (parents) have every right to
see them.
"As a parent, and I know other parents, we want to see information about how their
kids are performing in school.
"For God's sake, do not penalise school kids and their parents who want information about it."
The government said if state school students do not sit the tests, the lack of data
could put at risk $20 million in federal funding.
It's working to recruit 6000 casual, part-time and relief teachers to supervise the
tests, if the QTU goes through with the boycott.
The case will be heard in the QIRC in Brisbane from Friday 1pm (AEST).
The NAPLAN tests are due to be held on May 11, 12, and 13.

CANBERRA, Aug 7 AAP - Rural communities need more help to cope with climate change,
the federal government has been told.
The National Rural Health Alliance (NRHA) and the Australian Conservation Foundation
(ACF) have teamed up to call for a greater focus on the bush in the fight against climate
change.
They want a fifth of all revenue from the proposed emissions trading scheme to go to
boosting health services and the environments of rural communities.
NRHA chair Jenny May said such a fund would bring health benefits to rural and remote
communities who were exposed to climate change.
"It would provide resources for training, infrastructure, services and programs that
promote healthy activities and illness prevention," Dr May said.

Police are searching the NSW Central Coast for three boys who disappeared while out
bike-riding yesterday afternoon.
14-year-olds ZAC UNSWORTH and NATHAN EDWARDS .. and CONNOR FITZPATRICK .. who's 13
.. were last spotted about 2pm (AEST) .. riding around Patonga and Blackwell Mountain.
Police were alerted when they hadn't returned home by eight o'clock.
The search for the missing trio continues today.

A search is underway for a swimmer reported missing after diving into the Hawkesbury
River .. north of Sydney.
Police say five friends travelled by boat to Ebenezer on the river to go swimming yesterday
afternoon.
The men jumped off a cliff into the water .. but one of them .. believed to be in his
20s .. didn't resurface.
The man's friends searched the water before calling emergency services.
Police .. the SES .. and PolAir searched until dark .. and will be back out there this morning.

Fed: Bridge maintenance not design most likely at fault
An engineering expert says maintenance .. not design .. is the most likely cause of
the disastrous collapse of the Minneapolis bridge in America.
But he says we're not likely to experience anything like it here in Australia.
Associate Professor PRIYAN MENDIS from the University of Melbourne worked in Minneapolis
for six months in 1996 .. and says questions have always been raised about the 40-year-old
bridge.
He says its steel-deck truss design was common during the 1950s and 1960s .. but has
now been overlooked in favour of suspension bridges.
Brisbane's Story Bridge and the Sydney Harbour Bridge are other examples of steel truss bridges.
Professor MENDIS says maintenance is key with this design because there are no piers
in the water .. only pylons on each side of the river to support it.
But he says the design's unlikely to be at fault .. with other factors like increased
load bearings .. and ageing infrastructure playing a part.
He says with temperatures in the area dropping well below zero in winter .. the bridge
also had an automatic de-icing system that may have used corrosive chemicals or salt.

Fed: Conditions hamper rescuers bid to reach upturned kayak
SYDNEY, Feb 10 AAP - An inflatable dinghy launched from a cruise ship was trying to
reach what is believed to be the upturned kayak of Australian Andrew McAuley, missing
in rough seas off New Zealand's south island.
Fading light and choppy seas prevented the crew of a rescue helicopter from winching
down to the site.
A New Zealand Air Force P-3 Orion aircraft made the discovery late this afternoon around
75km west of Milford Sound.
Mr McAuley was expected to arrive in Milford Sound tomorrow after departing Fortescue
Bay, Tasmania, on January 11.
Concerns about his safety emerged today when a garbled message was monitored in New
Zealand on the maritime distress channel 16.
A spokeswoman for New Zealand National Rescue Coordination Centre (NRCC) Annie Lattey
said rescuers would not know if the upturned kayak was Mr McAuley's until they reached
it.
"We won't know until we hear back from the guys in the inflatable and they've retrieved
the kayak," Ms Lattey said.
"We expect to hear within the next half hour (around 9pm AEDT). At that point we'll
make a call as to what the next steps are."
Mr McCauley had encountered bad weather, numerous capsizes and attention from sharks
during his 1,600km expedition.
He was paddling a sea kayak fitted with a cockpit cover, offering some protection from
the elements, and a solar panel to power instruments and communications equipment.
The entire journey has been undertaken below the 40th parallel, an area that regularly
produces some of the world's worst weather.
The discovery of the upturned kayak casts doubt on initial theories that the distress
call, which was very distorted, may have been a hoax.
Mr McAuley's wife Vicki earlier told the Ten Network she was "100 per cent certain"
the distress call hadn't come from her husband.
His brother, Michael, told Sky News the family believed the signal had come from another person.
He said the 39-year-old's emergency beacon had not been activated.
Australia's search and rescue service, AusSAR, has no involvement in the search.

Mr Howard said he made the assessment about Australia's military needs based on recent
incidents in the region that showed the security situation was deteriorating.
He said the boosted army was designed to allow the government to act pre-emptively
to stop problems in the region.
"Look at what happened in East Timor, look at what happened in the Solomon Islands
and think back a few years to Fiji," Mr Howard said.
"Think of Vanuatu, think of the inherently unstable situation in Papua New Guinea.
"I think it has been bad for some time and I think in some respects it has got worse.
"I think the speed of the deterioration in East Timor was greater than many people expected."
Mr Howard said it was overwhelmingly in Australia's interest to stop states failing
and deal in a pre-emptive fashion with problems in the region.
"And that is what we are designing this to do," he said.
"And I have very much in mind the experiences in East Timor, the Solomons, the worry
I continue to have about Papua New Guinea, Vanuatu," he said.
Mr Howard said Australia had in the past received assistance from other countries in
the region, such as New Zealand, but the Pacific region was considered "Australia's patch".
"We are overwhelmingly expected to carry the greater bulk of the load, both with military
personnel and also with police," he said.

Motorists are being warned the spike in international oil prices spells means more
bad news at the petrol bowser.
GARY FITES of the RACQ .. says Queensland consumers enjoy the cheapest petrol in Australia
because of a state government subsidy.
But with oil now over 70 US dollars a barrel .. he says they won't be protected from
further price rises either.
In Brisbane .. motorists are paying around one-dollar-18 a litre for regular unleaded
petrol .. and in regional areas well over one-dollar- 20.

WICHITA FALLS, TEXAS, MAN, PLEADS GUILTY IN FEDERAL COURT TO COPYRIGHT INFRINGEMENT.
WICHITA FALLS, Texas -- The following information was released by the United States Attorney's Office for the Northern District of Texas:
James Clayton Baxter, 28, of Wichita Falls, Texas, pleaded guilty yesterday before U.S. Magistrate Judge Robert K. Roach to one count of copyright infringement, announced U.S. Attorney James T. Jacks of the Northern District of Texas. Baxter, who is presently in federal custody, faces a maximum statutory sentence of five years in prison and a $250,000 fine. In addition, he could be ordered to pay restitution. Sentencing is scheduled for October 25, 2011.
According to documents filed in the case, from June 8, 2006 through April 9, 2007, Baxter infringed the copyrighted works of Adobe Systems Incorporated by reproducing copies of their software for his financial gain. The investigation into Baxter's activities began in May 2007 when U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) was notified by investigators working for Adobe that they had purchased infringing software from TechKappa.com, a website that sold copies of software titles via download from the Internet. The investigation led investigators to Baxter's residence on Lou Lane in Wichita Falls.
Also in 2007, the FBI received a separate lead from the Wichita Falls Police Department regarding Baxter's involvement in selling pirated software. The Wichita Falls Police Department had previously dealt with Baxter selling infringing software in a 2004 investigation of him for credit card abuse and had warned him that he could not sell pirated software on his websites. The Wichita Falls Police Department executed a search warrant at Baxter's residence in October 2007 and seized computers and external storage media.
The investigation revealed that Baxter owned and operated various websites, including Amerisoftware.com, Costfriendlysoftware.net, TechKappa.com, Ultrabackup.net, Superbuysoftware.net, and Go-E-Soft.com. These sites, which he advertised on line, offered "backup" copies of software, owned by Adobe, Microsoft and Autodesk, Inc., for sale at approximately one-fifth of the manufacturer's retail value. Baxter would also provide counterfeit product registration codes (serial numbers) that were distributed with the software so that the customer could install the software.
During the June 8, 2006, through April 9, 2007 time frame, Baxter caused more than 90 infringed copies of copyrighted software to be reproduced and distributed, for which he received more than $66,000. These included copies of Adobe's Photoshop CS2, Adobe Illustrator CS2 and Adobe Photoshop 7, all of which were copyrighted.
Baxter admits that he knew the "backup" copies of Adobe software were illegal reproductions and that he willfully infringed on their works for his personal financial gain. Baxter and the government agree that the government can prove an actual loss of between $400,000 and $1 million.
During the 2004 through 2007 time frame noted above, Baxter established at least 17 assumed business names with accompanying merchant bank accounts to process credit card payments for software orders. For example, during the brief time period of August 7, 2006, through August 18, 2006, Baxter received a total of $18,036 in his PayPal account. The records further show that these merchant bank accounts processed 3089 approved software orders that totaled $384,380.
The case is being investigated by ICE-HSI, the Wichita Falls Police Department and FBI. Assistant U.S. Attorney Aisha Saleem is prosecuting.

Technology has the potential to 'rewire the brain' and risks should be treated as seriously as climate change, according to a leading neuroscientist.
Susan Greenfield warned yesterday that urgent action was needed on the matter to prevent us from sleepwalking into a crisis.
She said: 'This is almost as important as climate change. Whilst it doesn't threaten the existence of the planet like climate change, I think the quality of our existence is threatened and the kind of people we might be in the future.' Miss Greenfield is known for her outspoken views and was axed from Britain's leading scientific charity, the Royal Institution, at the start of the year as part of restructuring. She is now calling for widespread debate on the impact of gaming and other technology on society.
The Oxford University professor believes that constant computer use may be shortening attention spans, encouraging instant gratification and causing a loss of empathy.

Miss Greenfield said that those playing games online faced a greater chance of obesity because they were encouraged to take risks in cyberspace without consequences. When it came to real life, the gamers did not see a deterrent to over-eating.
She explained: 'Some very good things are coming out of it [technology] but, by the same token, we have got to be very careful about what price we are paying, that the things that are being lost don't outweigh the things gained.
'Rather than sleepwalking into this, we should be the masters and not the slaves of technology and harnessing it in ways that we could do exciting and fulfilling things with.' Meanwhile, benefits of modern technology did include a higher IQ, better memory and greater speed at processing information, according to the researcher, who was speaking at the British Science Festival in Birmingham.
And despite the craze for online 'friends', it was feared that social networking sites such as Twitter and Facebook could hamper empathy. Using search engines to find facts could also hinder ability to learn. Limiting children's computer use would only make it more appealing.
Instead, Miss Greenfield called for thorough research on the benefits and risks associated with modern technology.
Dismissing accusations of scaremongering, she said: 'I have yet to find a parent who says "I am really pleased that my kid is spending so much time in front of the computer." We need to take control of our own lives and society. If we don't, who else will?' Miss Greenfield's warnings echo those expressed by psychologist Dr Aric Sigman, who has described the hours spent in front of TVs and computers as 'the greatest unacknowledged health scandal of our time'.
